Frank J Osborne Award Recipients
From time to time, the NJACCHO honors individuals for exemplary service with the Frank J. Osborne Memorial Award. The New Jersey Health Officers Association (predecessor of NJACCHO) established the Osborne Award in honor of the “dean of New Jersey health officers,” Frank J. Osborne, who served the city of East Orange with distinction as its Health Officer from 1924 to 1961.
Mr. Osborne graduated from the Massachusetts Institute of Technology and began his New Jersey public health career as Assistant Health Officer of Montclair. Following a stint as Health Officer of Orange, he accepted the post in East Orange, which he held until his retirement on December 31, 1961.
A member of the State Board of Health from 1945 until 1947, Mr. Osborne was appointed by the State Commissioner of Health in the 1950s to chair a committee of municipal health officers that drafted a list of Recognized Public Health Activities to be expected of all departments and a set of Minimum Standards by which to evaluate them. The Public Health Council of the State Department of Health subsequently adopted them as standards to which all good health departments should conform.
At a retirement dinner for Mr. Osborne on November 2, 1961, the New Jersey Health Officers Association announced that it was establishing the Frank J. Osborne Memorial Award for meritorious achievement in public health, to be conferred upon deserving individuals from time to time. Mr. Osborne died January 22, 1965.
